A one-panel, black-and-white comic, titled “3:00” at the top, (meaning three o’clock in the afternoon, or, school’s out) shows two women, one black and one white, on a trash-strewn urban street, and they are talking about the first Black female mayor of Philadelphia, a reference to the recent Philadelphia Mayoral Primary in which Cherelle Parker won the Democratic contest.
